A network access optimization modeling initiative (NAOMI) (202) that enables the operating personnel of a wide area service provider to configure the trunk connections (10, 12) of a telecommunications access network so as to gain access to the end offices (6, 8) of local area access providers at a given level of performance at minimum cost. Upon request, NAOMI (202) optimizies the direct end office trunk (10, 12) and tandem truck (16) connections between the serving wire center (SWC) (4) to which a wide area service provider gains access to a local area access provider and the end offices (6, 8) to which long distance calls are directed. In operation, NAOMI (202) first obtains configuration information on the respective positions of points-of-presence (POPs) (2) of the wide area service provider, tandem switches (14), end offices (6, 8) and various direct end office trunks (12, 10) and tandem trunks (16). NAOMI (202) then defines a tendem service area (TSA) to contain at least one POP (2) and the end office (6, 8) through which calls from the wide area service area provider are routed.
