The system is designed for reservoir containing a gas or a liquid under pressure and situated at a depth where the pressure can be balanced by a given height of water. The reservoir is connected to the surface through at least one exploitation column, the lower end (81) of which extends into the reservoir and is located inside a main pot (9) open at the top. The system has at least one additional duct (10) between the reservoir and the surface, the lower end (12) of which also extends into the main pot and is subjected to a predetermined pressure. During normal operation the additional duct is partially filled with water to balance the pressure and form a hydraulic seal between the reservoir and the surface. The additional duct can be located alongside or concentrically with the main column.
