PROBLEM TO BE SOLVED: To reduce generated data quantity in case of quantization by adaptive ly and significantly judging a residual signal. SOLUTION: A hierarchizing significance judgement circuit 3 to which the residual signal is supplied judges whether (16×16) blocks becoming a first hierarchy are significant or not. When the first hierarchy is judged that the blocks are not significant, the significance of a second and third hierarchies is not judged. Only when the first hierarchy is judged to be significant, the significance of the second and third hierarchy is judged. Significance is judged according to whether the maximum residual signal in the block is larger than a threshold TH or not. In the third hierarchy, only the residual signal to which the significant block is judged is quantized and variable-length-encoded. Then, the signal is made into a frame at every frame and it is transmitted. |
