PROBLEM TO BE SOLVED: To provide a moving picture compression method which can securely estimate distortion quantity by means of a simple method and to obtain the best picture with a constant bit rate by controlling code generation quantity based on data obtained by orthogonal conversion or quantization, namely, distribution information of the conversion coefficient of orthogonal conversion. SOLUTION: A data value counting means 41 counting a data value obtained as the result of quantization by a quantization means 14 or a data value obtained in the middle stage of quantization and a code quantity control means 42 controlling the generation quantity of encoding data in accordance with the counted result are provided. In this method, not only generated code quantity and the quantization coefficient but also the data values which are orthogonally converted or quantized are considered and generated code quantity is controlled. The data value counting means 41 selectively counts the data value of the DC component of a non-intra-macro block being a specified block attribute based on the discriminated result of a macro block and outputs the counted result to the code quantity control means 42. |
