PROBLEM TO BE SOLVED: To provide a water shielding sheet for civil engineering work to prevent the infiltration of water into the ground in the case of a rubber sheet waterproofing layer used for a final waste disposal station or the like by utilizing the swelling pressure generated when water is absorbed by high water absorbing resin and forming a water shielding layer. SOLUTION: High water absorbing resin 4 is dispersion disposed at the ratio of 10-3000g/m<2> between a first sheet-shaped base material 2 and a second sheet- shaped base material 5 composed of fibers, and the first and second sheet-shaped base materials 2 and 5 are sutured (sutured fibers 6) by a needle punch to form a composite sheet-shaped material 1, on one surface of which a resin layer 12 is formed and surface fibers containing the stitched fibers 6 of the composite sheet-shaped material 1 are fixed thereon to form a water shielding sheet 10 .
