PROBLEM TO BE SOLVED: To enable multiplex processing of a sound signal and a picture signal while the load on a processor is reduced. SOLUTION: A picture encoding means 1 encoding picture data, adding encoding information to encoded picture data as a picture header and generating encoding picture data, a sound encoding means 2 encoding sound data and generating encoding sound data, a multiplex means 6 multiplexing and outputting picture data and sound data and a control means 4 controlling the multiplex means 6 are provided. The picture header and data on information quantity of encoding picture data for one screen are informed to the control means 4 from the picture encoding means 1, and the control means 4 judges the break of the screen of encoding picture data inputted to the multiplex means 6. The multiplex means 6 multiplexes encoding sound data and encoding picture data based on the judged result.
