PROBLEM TO BE SOLVED: To shorten the time up to when corresponding individual contract information is extracted on a reception side from many pieces of contract information sent from a transmission side and a scrambled broadcast is descrambled according to the information. SOLUTION: Contract information on a contractor is transmitted from the transmission side in plural series of independent data parts where no sound signal is present and the reception side is provided with a two-bank memory 13 which stores the contract information temporarily. When the contract information which is being transmitted is written in one bank of the two-bank memory 13, contract information which is already written is read out of the other bank and processed by a packet processing circuit 14. Consequently, the contract information which is sent in plural series can be read out at time intervals matching the processing capability of the packet processing circuit 14 which processes the contract information. Characteristic individual contract information is extracted by the reception device from packet data PDAT obtained by the packet processing circuit 14 and a video and a sound signal are descrambled according to the information.
