PROBLEM TO BE SOLVED: To realize a picture of high quality by reducing encoded information of a motion vector. SOLUTION: A motion vector detection means 11 detects the motion vector of an input video signal for one frame by using the video signal of a previous frame. A distribution detection means 12 detects the distribution range of the motion vector obtained by the motion vector detection means 11. A control means 111 predicts the search range of the motion vector of the video signal in the motion vector detection means 11 based on the distribution range information of the motion vector, which is obtained by the distribution detection means 12, and sets the search range of the motion vector for the motion vector detection means 11. The motion vector detection means 11 detects the motion vector of the input video signal within the search range which is set by the control means 111. |
