PROBLEM TO BE SOLVED: To obtain a synthetic resin aqueous emulsion composition in which a specific aromatic hydrocarbon solvent and/or aliphatic hydrocarbon solvent are used to give a coating layer whose surface is hydrophilic with a low contact angle with water and excellent in wettability to water and is useful as a low contamination type coating material. SOLUTION: In this synthetic aqueous emulsion, (A) (i) an aromatic hydrocarbon solvent and/or (ii) an aliphatic hydrocarbon solvent whose solubilities in water are <=0.1% at 20 deg.C are preferably included in an amount of 1-40 pts.wt. per (B) 100 pts.wt. of the resin in the emulsion. The solvent of the component (i) is, for example, toluene, xylene, ethylbenzene or diethylbenzene, and particularly ethylbenzen is preferred, while the solvent of the component (ii) is, for example, n-heptane, n-octane, iso-octane, and particularly petroleum spirit is preferred. As the component B, is cited a resin composition containing 0.1-5wt.% of anα,β-ethylenically unsaturated monomer (preferably (meth) acrylamide) bering an acid amide group.
