PROBLEM TO BE SOLVED: To make it possible to display the multi-level images, etc., by spuriously increasing the display gradations of a display device, such as plane display, which is small in the number of display gradations. SOLUTION: This gradation controller includes a conversion means for converting the gradation data inputted to an error diffusing circuit 202 by equation y=x×F/2<m> . In the equation, F=2<(m-n)>⊗2<(n-1)> +1, (x) is the intrinsic gradation data desired to be displayed, expressed in m-bits, (y) is the gradation data inputted to the error diffusing circuit, expressed in m-bits. F denotes the number of the gradations expressed by the error diffusing method, (n) denotes the number of bits expressing the number of gradations (2<n> ) which may be displayed by the display device, the upward (m-n) bit of the data (y) after the conversion denotes an approximate value P and the downward (n) bit denotes an error E.
