PROBLEM TO BE SOLVED: To change or indicate the operation of a terminal from a center. SOLUTION: Attributes are decided for respective control objects such as programs or channels, and the operation of the terminal 2 corresponding to the attribute is previously decided. The center 1 down-loads the attribute on the control object in the terminal 2. In the terminal 2, the center 1 executes control corresponding to the attributes decided to the respective control objects. Thus, the terminal 2 is provided with a control data storage part 55 storing the attribute and related control data and a screen data storage part 52 storing screen data to be displayed. Data which are down-loaded from the center 1 are stored in the storage parts 52 and 55 at all times and a data control part 51 refers to data of the storage parts in accordance with a request operation so as to control a terminal operation.
