PROBLEM TO BE SOLVED: To produce an irritant for a blended cement usable mainly in a civil engineering.contruction industry and capable of preparing a blended cement composition having good ininitial strength manifesting property and a large neutralization suppressing effect. SOLUTION: The irritant for the blended cement is formed by heat treating a blend containing a CaO starting material and a CaSO4 starting material and composed of a mineral group with a free lime and anhydrous gypsum as an active principle and has >=3,000cm<2> /g Blaine value and <=20μm average grain size, and the irritant may moreover be incorporated with an inorg. sulfate. The blended cement composition is formed with cement and this irritant for the blended cement.
