PROBLEM TO BE SOLVED: To eliminate overflow and underflow of a buffer by multiplexing stuff information packets as fixed-length packets so that the mean values of stuff information inserted in basic units of data are made nearly constant. SOLUTION: When data having a fixed bit rate arrives in basic units of variable length and are stored in a fixed-length packet, a stuff filling means M1 fills a final fixed-length packet with stuff information unless the fixed-length packet containing data in respective basic units is filled with data in a final basic unit. A stuff information packet multiplexing means M2 multiplexes stuff information packets as fixed-length packets containing only stuff information so that the mean value of the stuff information inserted in the basic units of the data becomes nearly constant. Therefore, the buffer is prevented from overflowing or underflowing when sent packets are buffered, and both variable-length encoded data and fixed-length encoded data can be synchronized.
