<p>PROBLEM TO BE SOLVED: To obtain a water-base silicon compsn. which gives a film excellent in adhesive properties, abrasion resistance, and surface smoothness and is used for treating a rubber surface by compounding three specific water-base silicon compd. emulsion s and a specific water-sol. amino compd. SOLUTION: This compsn. comprises 10-90wt.% water-base emulsion having a viscosity of 1cp or higher at 25 deg.C and contg. an organopolysiloxane having terminal hydroxyl groups blocked and comprising structural units represented by the formulas: R<1> 2 SiO2/2 and R<2> SiO3/2 (wherein R<1> and R<2> are each a 1-20C monovalent hydrocarbon group) in a molar ratio of R<1> 2 SiO2/2 unit to R<2> SiO3/2 unit of (1/0)-(1/0.01), 1-50wt.% water-base emulsion of a hydrolysis and condensation product of a dialkoxysilane represented by the formula: R<3> SiR<4> (OR<5> )2 (wherein R<3> is a 5-20C epoxidized monovalent org. group; and R<4> and R<5> are each a 1-6C monovalent hydrocarbon group), 0.1-40wt.% water-sol. amino compd. (having at least two amino groups and no Si atom), and 1-70wt.% water-base emulsion of silicone rubber particles.</p> |
