PROBLEM TO BE SOLVED: To secure active path capacity equal to critical capacity after a transmission line gets out of order by changing the active capacity so that the active capacity does not exceed the critical capacity at normal path extension time. SOLUTION: This equipment is equipped with a path network constitution device 101, a path request quantity calculation device 301, a path network constitution device operator terminal 302, and a path switching device 201 as a path setting means which sets a path defined as a bundle of communication lines between exchanges 303 and a path capacity control means which changes the capacity of the set path. Then the path route and capacity determination part of the path network constitution device 101 calculates the critical capacity defined with the course and capacity of an active path and a stand-by path and the capacity of the stand-by path and determines path capacity. Thus, the path network constitution device 101 regards the capacity of the stand-by capacity as the critical capacity and allows the capacity of the corresponding active path to be changed so that this critical capacity is not exceeded.
