PROBLEM TO BE SOLVED: To precisely estimate the motion vector of a non-quasi-feature point by the use of edge information. SOLUTION: A means 209 for detecting an edge point, a means 210 selecting plural picture elements as a feature point among the edge points in a previous frame, a means 212 for detecting motion vectors of a first group showing spatial displacement between one feature point and picture elements in a present frame most similar to the feature point, means 214 and 216 for detecting motion vectors of a second group for edge points not selected, a means 218 for determining a quasi-feature point and motion vectors of a third group for the quasi-feature point, and a quasi-edge point and motion vectors of a fourth group for the quasi-edge point based on each of motion vectors of the first and second groups are provided. A means 220 for selecting a quasi- feature point having effect on a non-quasi edge point and a non-quasi-feature point, a means 222 for determining motion vectors of a fifth group averaging the motion vectors of the quasi-feature point, and motion vectors of the third, fourth and fifth groups are arranged. In addition a means 224 for determining motion vectors of the fifth group for all the picture elements, and a means 226 of receiving picture element values from a frame and determining the present frame predicted are included. |
