PROBLEM TO BE SOLVED: To form the subject thin film layer prevented from the local penetration of oxygen due to cracks generated along powdery particles, and useful as a packaging material for livestock, marine products, etc., by grinding and mixing an inorganic powdery material together with a liquid plasticizer, adding the mixture to a resin, forming a resin film layer from the resin mixture, and subsequently stretching the resin film layer. SOLUTION: (A) An inorganic powdery material is ground in the presence of (B) a liquid plasticizer having a viscosity of <=20 poises measured with a B type viscometer at 25 deg.C to obtain a mixture containing the component A in an amount of 10-30wt.%. The mixture is added to a vinylidene chloride resin, and the obtained vinylidene chloride resin composition containing the components A and B in amounts of 0.1-2wt.% and <=7wt.%, respectively, based on the amount of the resin is melted and subsequently extruded to form a resin film layer, which is stretched into a thin film layer having a thickness of 1-8μm which is the 1/3 to 1/15 of the original thickness. The amount of the component B contained in the resin layer is reduced to <=3wt.% to form the thin film layer having an oxygen transmission of <=100 (cc/m<2> .μm.24hr.atm).
