A cushioning and heat-insulating packaging material made of a foamed cellulose substance is formed by pulping and dehydrating a cellulose substance such as waste paper, adding a foaming agent and a water-soluble adhesive thereto, wet-foaming the mixture to the desired form, and drying it. The foamed cushioning and heat-insulating material of the invention is useful as a buffer material because the absorbability of impact is excellent. It has a high heat-insulating effect since lots of pores are formed inside and does not cause pollution problems since it decays faster than naturally-occurring cellulose.
