PROBLEM TO BE SOLVED: To provide a prediction mode decision unit including circuit constituent element having real operation speeds by deciding a prediction mode by the prediction mode decision unit by making good use of an evaluation value obtained by a moving vector detector. SOLUTION: For moving picture encoding, at first, an image 31 to be encoded being the output of an original image supplier 11 and a reference image 32 being the output of a reference image memory 12 stored temporarily with the output of the original image supplier 11 or a local decoded image memory 16 are inputted to a moving vector detector 13. Here, a moving vector 33 is detected by following a procedure for moving vector detection. The evaluated value 34 of this moving vector 33 which is used when the moving vector 33 is detected is taken out of the moving vector detector 13 and applied to the prediction mode decision unit 15, which uses the evaluated value 34. Namely, the prediction mode is decided by making good use of the evaluated value 34 obtained by the moving vector detector 13 instead of calculating a prediction evaluated value for deciding the prediction mode newly by the prediction mode decision unit 15. |
