PROBLEM TO BE SOLVED: To shorten time required for the communication of control information and to detect the collision of transmission by multiple access at an early stage so as to improve line efficiency in a TDD (Time Division Duplex) radio communication system, for example. SOLUTION: At the time of the communication of control information, a sub-slot format shorter than a full slot format using a whole slot is used. The data part of the sub-slot format is set shorter than that of the full slot format. In the transmitter slot Ts0 of a radio machine 2, control information is transmitted by the sub-slot format and electric field intensity is measured within the remaining time of the slot format Ts0 so as to judge the presence or absence of the collision of transmission, for example.
