PROBLEM TO BE SOLVED: To improve picture quality in a Y/C separation processing and a scanning line interpolation processing. SOLUTION: This processor is composed of a motion detection circuit 102 for detecting the motion of pictures in composite color television signals and controlling a three-dimensional Y/C separation circuit 103 and the motion detection circuits 104 and 105 for detecting the motion of the pictures in separated component color television signals and controlling a scanning line interpolation circuit 106 for Y signals and the scanning line interpolation circuit 107 for C signals. For the Y/C separation processing and the scanning line interpolation processing, by performing control by using the detected results of the motion to respective input signals, the control optimum for respective motion adaptive processings is made possible and the picture quality is improved.
