摘要 <p>PROBLEM TO BE SOLVED: To reduce the burdens of an encoding processing by omitting a division processing in the quantization circuit of a post stage for spatial frequency components already eliminated by a pre-filter which is a space-time filter. SOLUTION: TV signals are delayed for about one field in the field delay circuit 12 of the pre-filter 10 and frequency components are cut with the high band in an oblique direction of input video signals as a center in a filter circuit 14. A DCT circuit carries out discrete cosine transformation for pre-filter processed video signals by the block unit of 8×8 picture elements. Thus, the spatial frequency components are obtained. Then, quantization is performed in the quantization circuit 18, however, for the frequency components for which a spatial frequency is interrupted in the pre-filter 10, the output data are '0' even though a processing is not performed in a division circuit 18a. Then, a replacement circuit 18b outputs '0' as the quantization data of the corresponding spatial frequency components. In such a manner, the unwanted division circuit or division processing is eliminated.</p>
