PROBLEM TO BE SOLVED: To adjust the output of an originated signal, which is especially suitable for a radio wave communication network by non-still satellite on a low orbit. SOLUTION: The output of the first signal which is originated from the first station (S1) and received in the second station (S2) as the form of the second signal is adjusted. In accordance with the second signal received by the second station at a prescribed point of time, a value expressing the signal noise-proofing ratio (C/N(t3)) of the second signal at the later point of time is predicted (15). After the prescribed point of time and also at the intermediate point of time which is ahead for the portion of the almost same time as a propagating time between the first station (S1) and the second station (S2) from the later point of time (t3), the output of the first signal is adjusted 17 by the first station (S1) in accordance with the predicted value (C/N(t3)).
