PROBLEM TO BE SOLVED: To attain charging taking kind and quality of information into account. SOLUTION: A charging means 100 is made up of a control section 101, a traffic check section 102, a resolution selection section 103, a charging section 104 and a storage device 105, a characteristic of image information subject to hierarchical-coded is taken into account and the resolution of an image subject to hierarchical coding to be sent is selected depending on a traffic of a transmission line. Then the charging processing is conducted by the charge system depending on the resolution sent for each image. |
