PROBLEM TO BE SOLVED: To allow a camera possessor to freely limit access by other user. SOLUTION: An access right is set to each user other than a camera possessor as to each camera connecting to a network. The access right is set respectively to each of voice reception, video reception and camera control. In the case of receiving a video and audio signal, permission or non-permission is provided and permission and non-permission and part of permission are in existence in the camera control. The possessor of the camera revises an access right to the camera of its own camera by other user and the result is informed to a camera management server 68. The camera management server 68 manages the information relating to the access right. A camera control client 72 informs the setting revision of the access right to the camera management server 68. When the access right setting is revised, the camera management server 68 informs the information to all camera control clients 72. |
