PROBLEM TO BE SOLVED: To improve the operation of a video-on-demand-service at a hotel or the like by providing a means commanding a reception channel to a terminal equipment corresponding to a service channel set by a channel setting control means via a 2-way communication means. SOLUTION: An operation management computer 11b of a service center 11 discriminates which of terminal equipments 15 is possibly used based on check-in-out information from a host computer 11h and a video-on-demand service utility state of each of terminal equipments 15a-15n based on a request content from the terminal equipment 15. The computer 11b executes processing of CIO information of a guest room and processes discrimination of the guest room check-in-out information. When check-in is discriminated, a released channel with a minimum number is allocated. The computer 11b discriminates a power on/off state of a multiplexer 11d and a modulator 11e of the channel. The computer 11b commands a transmission channel allocated to the terminal equipment 15 based on the service start request from the terminal equipment 15. The terminal equipment 15 receives a service signal and realizes the video- on-demand service.
