PROBLEM TO BE SOLVED: To confirm that a document issued by the issuing origin of the document is surely received by the opposite party of an intended issuing destination. SOLUTION: Document data distributed from a document distributing unit are received by the registration function part 11 of a document receiving unit, a reception management tag for the received document data is prepared by a reception management tag preparation function part 21 and the reception management tag is connected to the document data by a document connection function part 22. Reception confirmation completion information inputted by a predetermined authorized person is added to the reception management tag by an approval function part 12, the reception management tag is separated from the document data by a document separation function part 23 and the reception management tag to which the reception confirmation completion information is added is transmitted to the document distributing unit by a distribution function part 14.
