PROBLEM TO BE SOLVED: To attain charging taking kind and quality of information into account by providing a charging means for charging processing in response to a kind of a frame to be sent and a storage means of a charge of an image in MPEG data. SOLUTION: A charging processing section 401 of a charging means 400 monitors a message sent/received by an image transmission system 410 or receives a message from the image transmission system 410 to receive information requesting transmission of an image Info 1 in a mode 3. Then the charging processing section 401 reads a charge per unit information from the charge table stored in a storage section 402 when the Info 1 is provided in the mode 3. Then the processing section 401 measures an information amount of the Info 1 being transmitted. The processing section 401 detects an end of the image Info 1. The processing section 401 outputs the calculated area to a transmission system 410.
