PROBLEM TO BE SOLVED: To execute encoding at high speed without the need of the memory of large capacity. SOLUTION: A change point is extracted by a pre-encoding part 2 based on picture data inputted from a data input part. An encoding mode is judged in accordance with the extracted change point. It is converted into an intermediate code which can discriminate the first section of a horizontal mode and the code is stored in FiFo 3 for intermediate code. When the intermediate code is converted into a real code by a main encoding part 4, MH, MR and MMR encoding can be executed at speed equal to the transfer rate of input data by adding a horizontal code in the case of the initial run length encoding of the first section at the horizontal mode. |
