<p>PROBLEM TO BE SOLVED: To maintain pipe laying track of a pipe with accuracy in work execution and quickly and smoothly conduct the laying work even when the conditions of the soil properties or the like are changed. SOLUTION: A shield machine 2 is installed on the start side, a pipe propelling force applying device 21a is installed on the arrival side, and an advancing pipe 3 is installed in an arc shape by the shield machine 2 and an excavating device 6 provided at the front end of the advancing pipe 3. An expanding pipe 9 is connected to the advancing pipe 3 on the arrival side, the ground is expansively excavated by an expanding device 10 provided at the connection section of the advancing pipe 3 and the expanding pipe 9, and the expanding pipe 9 is drawn by the shield machine 2.
