PROBLEM TO BE SOLVED: To obtain a treating agent containing a water-dispersible silica and a specific aqueous polyurethane resin in a specific ratio and excellent in resistance to surface pollution, contaminant-washing away property due to rain water, etc., and environmental pollution-preventing property without using any organic solvent. SOLUTION: This treating agent contains (A) a water-dispersible silica [e.g. having 1-100mμ, especially 5-60mμaverage particle diameter and 1-60wt.%, especially 15-50wt.% silica content and using water as a medium] and (B) an aqueous polyurethane resin having 200-200,000 number average molecular weight in a weight ratio (as a solid content) of the component A/the component B of (90/10) to (10/90) as essential component and as necessary, further contains (C) a film-forming resin having <=50 deg.C glass transition point [e.g. a (self-curable) acrylic emulsion resin having <=30 deg.C lowest film-forming temperature] in an amount of 1-60% based on total weight of the components A and B.
