PROBLEM TO BE SOLVED: To enable the reception of ATR data after any IC card is activated by being supplied with a 1st clock signal by providing plural data receiving means which receive data from IC cards operating with different clock signals. SOLUTION: An IC card control means 21 controls an input/output switching part 35 to activate an IC card. To receive the ATR data sent back from the IC card right after the card is activated, the data receiving means 22 and 24 are actuated. The received ATR data are analyzed by received data analyzing means 23 and 25 corresponding to the data receiving means. The IC card control means performs a process according to the analysis results. Then a proper clock signal which should be supplied next is judged from the contents of the ATR data. Consequently, the clock frequency of the connected IC card can be decided through the single-time activating process.
