PROBLEM TO BE SOLVED: To realize communication of intra-station control data in which cable installation is not so much complicated even with an extended configuration of an exchange system and interruption of communication of control data is not caused even on the occurrence of a transmission fault in a highway through which a subscriber cell is transmitted. SOLUTION: A peripheral cable 103 is connected to a peripheral equipment 101 and incorporates a subscriber link 104 being a physical wire used to send subscriber information synchronously with a highway clock 109 and a control link 105 being a physical wire used to send control data synchronously with the highway clock 109. A control data converter 106 controls an interface between control data transferred on the control link 105 synchronously with the highway clock 109 and control data sent/received by a control system equipment 102 asynchronously with the highway clock 109. On the other hand, the subscriber link 104 is connected to a switch 107.
