PROBLEM TO BE SOLVED: To reduce an output quantity of coded data by calculating importance representing visual importance of chains tying characteristic points of an image and controlling output of coded data based on the importance. SOLUTION: For example, received image data obtained by converting a moving image signal into a digital signal is fed to a chain coding circuit (coding means) 12 via a 2-dimension change point detection circuit (characteristic point detection means) 10 or a quantizer 11, resulting in being chain coded data. The chain coded data are fed to a selector 13. The chain coded data are stored in a RAM (chain code RAM 141 -14N) via the selector 13 in the unit of frames. A similar chain detection circuit 15 and a select multiplex circuit 16 at the post stage apply processing to the data in the unit of N-frames. In this case, importance denoting visual importance of chains tying characteristic points of the image is calculated and an output of coded data is controlled based on the importance. |
