PROBLEM TO BE SOLVED: To improve the image compression rate by detecting a vicinity sample point of a sample point close to a characteristic point and multiplexing image data at points except the vicinity sample point so as to reduce the generated code quantity. SOLUTION: The image coder is provided with a sample point detection means detecting a vicinity sample point close to a characteristic point from a sample point and a multiplexer means multiplexes image data at sample points except the vicinity sample points. For example, when a characteristic point (black part) is in existence in the vicinity (e.g. a range of 7×7 picture elements around a sub sample point) of a sub sample point (hatched part), the multiplexed data not including the image data at the sub sample point are outputted. Concretely image data at a sub sample point P1 in the vicinity of which a characteristic point is in existence are not included in the multiplexed data as shown in figure, for example. |
