PROBLEM TO BE SOLVED: To make it possible to simultaneously check the positional confirmation of a permitted person, the generation of an alarm at the time of illegal entrance into a restricted area and the positional confirmation of an illegal intruder. SOLUTION: When a mobile equipment 3A enters into a radio base station management area 1A and receives area ID Sa, a comparing part 32 judges that entrance permission ID into the area 1A is not stored and generates an alarm to an alarm part 34. Simultaneously the mobile equipment 3A transmits its own terminal ID Sb to a fixed radio base station 2A, and when the terminal ID Sb is continuously received for more than previously set time, the station 2A generates an alarm. A processor 4 receives the terminal ID 2b from the station 2A and detects that the illegal intruder is the mobile equipment 3A. When a mobile equipment 3B having entrance permission ID Sp into a radio base station management section 1B enters into the section 1B and receives area ID Sc, the equipment 3B can pass the section 1B.
