Covering made from a combination of water storing materials, water blocking objects and water consuming plants which quickly absorbs any water falling on it and eventually returns the water to the atmosphere. Water storage may be accomplished using finely divided material, acting in a chemical manner, to create molecular bonds. Alternatively the material can act in an adsorptive way or purely physically by holding water in very small cavities. The material contains plant food and permits the penetration of plant roots.
