PROBLEM TO BE SOLVED: To produce a steam reforming catalyst of hydrocarbon markedly excellent in activity per supported ruthenium, having high activity and excellent in heat resistance capable of keeping high activity even at high temp. at a time of baking or reaction. SOLUTION: A catalyst is constituted by adding ruthenium and zirconium components to an α-alumina support and characterized by that the ratio IS/IA of the max. peak intensity IS of X-ray diffraction of a compd. other than α-alumina to the max peak intensity IA of X-ray diffraction of α-alumina is 0.01 or less.
