PROBLEM TO BE SOLVED: To obtain the subject treating agent composed of a mixture of potassium carbonate and sodium carbonate and effective for hardening a fishing bait such as krill by immersing the fishing bait in the treating agent to prevent the unintentional release of the bait from a hook without deteriorating the odor, shape and color suitable for fishing bait. SOLUTION: This hardening treatment agent is composed of a mixture of potassium carbonate and sodium carbonate. It is preferably composed of a mixture of 24% potassium carbonate and 4% sodium carbonate. A fishing bait having a hardness to firmly adhere to the hook and prevent unintentional release of the bait can be produced by cutting frozen, thawed or thawed and drained raw shrimp such as krill or mysid, fish such as horse-mackerel or shellfish such as abalone to a size suitable for fishing bait and immersing the cut material in a mixed solution produced by adding fresh water or sea water to the above hardening agent. The discoloration and degradation of the fishing bait can be prevented by compounding the above treating agent with sodium hyposulfite and sodium chloride.
