PROBLEM TO BE SOLVED: To provide a blowing device in a converter which can reconcile bath shaking, reduction of pitting and uniform mixed stirring of the bath, and a blowing method. SOLUTION: In the bottom-blown converter or the combination blown converter 1, injection tuyeres 7, in which an angleθbetween a gas injection direction and the tangential direction of a side wall inner circle is 0<θ<90 deg. at the intermediate height position of the side wall contacting with the molten metal bath 9 in the furnace, are arranged in the converter. Rotating movement in the horizontal direction is given to the molten metal bath by the injection gas under using the side injection tuyeres.
