PROBLEM TO BE SOLVED: To efficiently dissolve gaseous CO2 to a density suited to a basin by disposing the hollow fiber membrane part of a hollow fiber membrane module to be in contact with water in the basin and connecting the gaseous CO2 introducing port of the hollow fiber membrane module to a gaseous CO2 supply source. SOLUTION: A gaseous CO2 dissolving device 1 is provided with a housing 2 provided with the gaseous CO2 introducing port 5 and the hollow fiber membrane 3 and the opening end part of the hollow fiber membrane is fixed to the housing 2 by a potting material 4. The preferable hollow fiber membrane is a porous hollow fiber membrane and a three-layer structure for which both sides of a non-porous layer in a thin film shape are held between porous layers is especially preferable. The gaseous CO2 dissolving device 1 is installed inside this basin where a water grass is planted and a gaseous CO2 supply tube 11 is connected to the gaseous CO2 introducing port 5.
