PROBLEM TO BE SOLVED: To reliably detect panic brake actuation by starting an automatic brake process when a rate of change of supply pressure of a brake device adjusted by a driver exceeds a prescribed threshold value, and changing the threshold value as a function of at least one operational variable to show a dangerous condition. SOLUTION: At ordinary braking operation time, braking oil pressure is supplied to respective wheel brake cylinders 10, 12, 14 and 16 through directional control valves 32 and 32' and an inlet valve EV. When a lock tendency of wheels is detected, the inlet valve EV is cut off, and according to circumstances, an outlet valve AV is opened. On the other hand, when a driver who feels a danger rapidly operates a brake pedal, the braking oil pressure rapidly increases, and a rate of change of supply pressure exceeds a threshold value set on the basis of an operational variable, and a panic brake actuating condition is detected. In this panic brake actuating condition, rapid and large braking oil pressure is generated by actuation of the directional control valves 32 and 32', control valves 36 and 36' and return pumps 25 and 25'.
