PROBLEM TO BE SOLVED: To provide a device for applying coating material and a method therefor for effectively and uniformly applying a coating material such as a primer on the outer periphery of a barlike workpiece. SOLUTION: A barlike workpiece 18 is inserted into an inserting hole 21 in the center of an elastic body 20 impregnated with a primer. By a transfer mechanism 28, the elastic body 20 and the workpiece 18 are relatively transferred in the longitudinal direction of the workpiece 18 to apply the primer which is impregnated to the elastic body 20 on the outer periphery of the workpiece 18. As the elastic body 20, a foam sponge horizontally split into two is used by housing in a housing vessel 48. The housing vessel 48 is provided with an overflow port for overflowing the primer housed in the vessel 48.
