PROBLEM TO BE SOLVED: To make it possible to solve the problem such as the sticking to a pipe, writing at a low temperature or reaction with ink by employing a hard volatile organic solvent or non-volatile organic solvent selected from hydrocarbons as a base material, and mixing polyolefin thermoplastic elastomer and fine particle silica with the solvent. SOLUTION: The ink evaporation and flow-out preventer composition for a water base ink ballpoint pen are filled with water base ink having a viscosity of 30 to 1500cps at 25 deg.C in a transparent or translucent containing tube made of polyethylene or polypropylene. A hard volatile organic solvent or non-volatile organic solvent containing polymer is used as a base material, and fine particle inorganic substance is mixed with the solvent as an adjustor of the specific gravity to the polyolefin thermoplastic elastomer. When a shearing stress 3Hz is applied, complex elastic modulus G* is 1.0×10<3>×10<3> to 10×10<3> dyn/cm<2> , and the specific gravity is l or more. The sticking at the time of a printing element can be prevented and writing at a low temperature can be performed.
