PROBLEM TO BE SOLVED: To provide a precoating metal plate having excellent flaw resistance, further excellent stain resistance, durability such as weather resistance, chemical resistance and impact resistance by incorporating coating film hardness of high pencil hardness of 9H or more without breaking base resin and without dropping aggregate. SOLUTION: The precoating metal plate is obtained by sequentially forming a conversion treatment film and a precoating film at least on one surface of a metal plate, further coating it with specific paint composition, and baking it to form an overcoating film. The paint composition contains resin in which block isocyanate and/or melamine resin is mixed in a range of 60:40 to 95:5 by weight of solid content with acryl-siloxane composite resin as main ingredient, and inorganic aggregate containing alumina and/or silica having a mean particle size of 1 to 20μm as main ingredient of 1 to 20 pts.wt. based on 100 pts.wt. of resin solid content.
