PROBLEM TO BE SOLVED: To attain picture element conversion processing without increasing the cost in the reproduction of a digital image signal recorded onto a recording medium. SOLUTION: The digital image recording and reproducing device is provided with an image magnification reduction circuit 108. The image magnification reduction circuit 108 applies magnification reduction processing to image data read out of a frame memory 106 and applies picture element conversion processing to image data read out of the frame memory 106 in the reproduction operation state. The circuit 108 conducts magnification reduction processing in response to a magnification factor set by an image magnification factor setting circuit 107 in the magnification reduction processing in the recording state and provides an output of image data with a prescribed picture element number. The circuit 108 converts number of picture elements of the image data with a prescribed picture element number read out of the frame memory 106 in response to a magnification factor set by the image magnification factor setting circuit 107 in the magnification reduction processing in the reproduction state into a picture element number adaptive to an equipment characteristic of an output destination and provides an output of the image data whose picture element number is converted.
