PROBLEM TO BE SOLVED: To execute encoding at an optimum encoding rate corresponding to the complication of a picture on an almost real time in accordance with the input of a video signal and to realize encoding which the sight characteristic of human is reflected. SOLUTION: A picture analysis circuit 60 obtains picture characteristic information on the luminance, the chromaticity and the flatness of the picture of the input video signal, the moving quantity of an animation picture and an inter-picture difference, and transmits them to an encoding control circuit 30. The encoding control circuit 30 giving connection to encoding difficulty obtained in accordance with picture characteristic information from the picture analysis circuit 60 and the encoding bit rate based on a prescribed relation expression or based on a prescribed table and transmits the obtained encoding bit rate to an encoding circuit 40. The encoding circuit 40 encodes the input video signal at every prescribed time based on the obtained encoding rate and generates encoding data.
