PROBLEM TO BE SOLVED: To attain the communication in an excellent state at all times by counting the number of each transmission timing and avoiding transmission when the count reaches a prescribed count so as to monitor a state of a transmission TDMA slot. SOLUTION: Communication is made between its on station 1 and an opposite station 2 under the control of a 1st control section 103 and a 2nd control section 203. In this communication state, its own station 1 always monitors the reception state from the opposite station 2 and requires to revise a frequency and a transmission reception TDMA slot used for the communication when the reception state is not good. Then its own station 1 monitors a state of the transmission TDMA slot to the opposite station 2 to discriminate whether or not the number of times exceeding a threshold level of a state monitor exceeds a threshold level of the number of times to revise the frequency and the TDMA slot. When the monitor threshold level is exceeded, the information of the revision request of the frequency or the TDMA slot is sent to the opposite station 2. Then the frequency or the TDMA slot used for the communication is revised and the result is stored.
