PROBLEM TO BE SOLVED: To obtain a pharmaceutically active preparation containing an ionizable biologically active agent encapsuled in liposomes. SOLUTION: This pharmaceutical preparation contains an inoizable biologicaly active agent encapsuled in liposomes. Therein, the liposomes have a membrane-penetrating potential over their membranes. The membrane- penetrating potential has such an orientation that the inner potential of the liposomes is negative in comparison with the potential of an outer medium, when the biologically active agent is positively charged in an inonized form, and that the inner potential of the liposomes is positive in comparison with the potential of the outer medium, when the biologically active agent is negatively charged in the ionized form.
