PROBLEM TO BE SOLVED: To improve encoding efficiency by obtaining motion vectors in a specified block unit on respective frames, setting the set to be a motion area, giving the single motion vector to the motion area and encoding motion area information and the single motion vector. SOLUTION: When a picture is inputted to a motion detection device 1 from a picture input device 9a, the detection device 1 outputs difference information among motion vector information, output data, a predicted picture and an actual present picture. A compression encoding device 2 compresses/encodes difference information and outputs difference data. A multiplex device 3 multiplexes motion vector information, output data and compressed difference data. A communication controller 7b receives multiplexed data, outputs it to a separation device 6, takes out motion vector information, output data and difference data, an outputs motion vector information and output data to a reproduction device 4 and difference data to an expansion decoding device 5. The reproduction device 4 generates the predicted picture, adds difference information and generates the present picture. |
